The Abuja Declaration set a 15% target for domestic health expenditure two decades ago; a handful of states have met it. Continental immunisation, primary health care, and pandemic-readiness agendas have continental sign-off but uneven country-level enforcement.<\/p><p>African Renaissance Trust treats this gap as the central problem of African health policy.
